Abstract
Ends of the Cold War has turned the concept of security been more multidimensional and providing space for more diverse issues to be considered as an international security issue, including health-related issues. Few years ago, the world has been upheaval by the spread of Zika virus, flavivirus transmitted by Aedes mosquitoes was first discovered in 1947. For decades, the Zika virus is known to spread sporadically in Africa and Asia. The massive outbreak that struck Brazil in mid-2015 received international concern due to its explosive spread and suspected links between the Zika virus and transmission during pregnancy and congenital birth defects such as microcephaly and neurological disorders such as Guillain-Barré Syndrome. In connection with the sharp increase in cases of microcephaly and Guillain-Barré Syndrom during the Zika outbreak in Brazil, the World Health Organization (WHO) declared the Public Health Emergency of International Concern (PHEIC) on February 1, 2016. This research aimed to find out the logical reasons that caused the case of Zika virus spread Brazil in 2015 is categorized as an international security issue. This research uses library research method. The data source used are primary and secondary data relating to Zika outbreak in Brazil, then the data analyzed descriptively analysis. Based on data analysis, it was concluded that Zika's outbreak in Brazil since early 2015 had a direct and indirect impact on the stability of national security. In addition to Brazil's deteriorating public health conditions, Zika has had a negative impact on the country's economy, sparking public debate about the politics of abortion and exacerbating social inequalities that have long been a problem in Brazil. Finally the health problems caused by the Zika virus became an issue of international security by undermining the stability of the wider international community because the spread of infectious diseases such as Zika has no territorial boundaries.
