Abstract
This study aims to explain and describe how the role of the Ministry of Foreign Affairs of the Republic of Indonesia and the Philippine Government in the release of Abu Sayyaf hostages. Because of the Abu Sayyaf group, it repeatedly conducted kidnappings against Indonesian citizens crossing the border of North Kalimantan. Several crew members from Indonesia were taken hostage by Abu Sayyaf. The incident is not the first time it happened by ABK citizens of Indonesia. During 2005, there was a kidnapping of Indonesian ABK by the Abu Sayyaf group. The abduction of Abu Sayyaf kidnapped 14 Indonesian crew members in March and April 2016, while passing through the Sulu Sea. How the role of the Ministry of Foreign Affairs of the Republic of Indonesia as a negotiator in the release of hostages. With this qualitative research method, literature review using analysis with Terror First Track Diplomacy which is a theory involving the main actor between Government and Government (G to G), therefore this research involves the Government of Indonesia, Kemeterian Luar Negeri Republik Indonesia in cooperation with the Government of the Philippines for the release of the Abu Sayyaf hostage in the Philippines, to have the hostages immediately released by the efforts of both sides of the Government.
