Abstract

Since 2001 the domestic situation of Afghanistan have been unstable from the political, security/militry, economic, social and other fields. This was because the fall of Taliban government that was ruling Afghanistan and the invansion by the United States in 2001, under such situation Afghanistan needed help to fix the domestic situation of the country. Therefore, Indonesia committed and has expressed its commitment to support and assist the reconstruction and rehabilition of Afghanistan’s domestic situation and Indonesia has expressed its commitment to support and assist the rebuilding of Post-Taliban Afghanistan through variouse cooperations suh as on capacity building so that the country can achieve stability, peace and prosperity. This research is motivated by the Indonesian goverment policy in the implementation of Bilateral, South-South and Triangular Cooperation to Afghanistan through the granting of aid in the form of capacity building which become the main topic examined in this research. The main objectives of this research is to determine the actions undertake by the government of Indonesia regarding capacity building, to know and explain the interest of Afghanistan in cooperation with Indonesia on capacity building, to show and proof the importance of cooperation between the Afghan government and Indonesian government in the field of capacity building and also to know the various forms of cooperation on capacity building between the Afghan government and Indonesian government. In reviewing the cooperation of Afghanistan and Indonesia regarding capacity building it certainly needs concepts and theories to analyze. One theory that used to analyze this cooperation is the theory of national interest. In conducting this study, researcher used qualitative research method in explaining the varaibles of research to observe the essense of cooperation between Afghanistan and Indonesia on capacity building and also this study focus on Indonesian government act toward capacity buildings, the conferences that Indonesia participated to help Afghanistan especially in the capacity building framework in the form of training programs that can be utilized by Afghanistan within the framework of the developing countries program (KTNB) and other technical training programs so that the Afghanistan become a safe, democratic and prosperouse country.
